Procedure:

Preheat oven to 350°Fahrenheit.

Whisk together cocoa powder, flours, sugar, salt, baking powder and baking soda in a cake pan.

Add water, oil, and vinegar to the pan, stirring gently to blend the wet ingredients into the dry. Scrape down the sides with a spatula and bake until a knife/ toothpick inserted in the center comes out clean, about 30 minutes approximately. (oven times may vary)

Cool for 30 minutes before serving. Serve plain or dusted with powdered sugar.
